Somewhat modified survivability build. Concealment on Brawl BB nowadays are 4 wasted points. Ist better used for FP oder other skills. Yes, the game will get more complex in higher tiers and concealment becomes very important. Concealment is the single most important skill in the game.
I run a tank build with CE on Yamato and even with 14.10km concealment, i manage to disengage in a lot of situations. Concealment Expert and Superintendant first, along with fire prevention and basically everything that reduces DoT(Damage Over Time, Flooding/Fires) duration and chance. Do not take concealment on the RU BBs because you want to get close with them to make the guns work and with the CV perma spotting meta it makes even less sense.

Only weakness is vulnerability to BB AP, between its large citadel and poor gun angles-- a problem greatly mitigated by the tier's complete lack of super cruisers and the format's limit of 1 BB. After you win a brawl and kill the ships in your immediate area, you might want to go dark and heal. For ships which rely on fire damage IFHE thus can be a poor choice even if significant armor thresholds are passed. As we why CE for BB, well while i agree with your comments there is also the issue of getting the best out of your "Repair Party" consumables. I can also recommend Situational Awareness for cruisers.
There are only some BB where this skills is actually usefull. Marksm. Can heal additional full pen damage. Other than those skills depent on the ship you are using.
Agreed, the only BBs which I'd say truly need EM are the Queen Elizabeth and the Yamato. That's exactly the reason why CE is good for BBs. Sinop — Soviet Tier VII battleship.. If you can "vanish" while you heal back your health you can (especially with UK ships), almost live twice ! You trigger it with the "H" button, and select your ship, it gives general captain skills for each ship + what flags are beneficial for a certain class. Definitely no secondary build. The longer you stay undetected the less damage you take. Everyone sings the praises of CE for BBs but in small low-tier maps with often 2x CVs, it's very dubious.
